Öz füsunkar gözəlliyi ilə yalnız İsveçrə ilə müqayisə olunan Kəlbəcərin erməni silahlı qüvvələri tərəfindən işgal olunmasından 15 il keçir. 10 mart 1993-cü ildən başlayaraq ermənilerin iki istiqamətdən  başladığı hücumlar nəticəsində 1988-ci ildən düşmən mühasirəsində mərdliklə dayanan, düşmən həmlələrinə layiqincə cavab verən Kəlbəcər 2 aprel 1993 – cü ilde süquta uğrayaraq düşmən pəncəsinə keçdi. Coğrafi mövqeyi
Kəlbəcər Azərbaycanın ən yüksək dağ rayonudur. Ən hündür zirvə Kamış dağındadır (3724m). Ərazinin çox hissəsi meşəlikdir. Rayonda 132 yaşayış məntəqələri vardı. Rayonun ərazisi 1993-cü ildə erməni silahlı dəstələri tərəfindən işğal edilmişdir.
İqtisadi xarakteristikası
Kəlbəcər rayonunun gözəl və zəngin təbiəti, yeraltı və yerüstü sərvətləri, münbit torpaqları vardır. Kənd təsərrüfatında əsasən heyvandarlıq və əkinçilik inkişaf etmişdir.

Armenia and Terrorism

All states which were both friends and enemies of USA have published messages that condemned terrorism, offered their condolence to people who were close to death people and all the US society after the terrorist attack that was claimed to be organized and realized by Al Qaeda on September 11,2001.
Vardan Oskanyan, the Minister of Foreign
Affairs of Armenia, offered Armenia’s sympathy to USA on September 12, 2001 and made his explanation as :  “This is not just an attack against USA, but this is an attack against democracy and civilization.”  In addition to Vardan Oskanyan, Robert Kocharyan – the President of Armenia- offered his sympathy to USA under the name of Armenia. An important point was the offered condolence of Armenian Revolutionist Federation (Taşnaksütyun Partisi) to USA. These all were the explanations which were necessity of the diplomacy. Have the President, the Minister of Foreign Affairs of Armenia and the Armenian Revolutionist Federation behaved fraternitily in front of USA and all the world society from the perspective of struggle with and condemnation of terrorism?
In order to answer this question, it will be enough to remember the terrorist activities  which were realized against Azerbaijan by Armenia between 1989 and 1994.

Between 1989 and 1994; 29 terrorist activities were realized in Mountainous Karabakh, two civil helicopters and passenger planes were killed by Armenians.
On September 16, 1989; as a result of a bombing attack to a passenger bus that of Bakü-Tblisi expedition, 5 people died and 13 people were wounded.On February, 16, 1990; as a result of a bombing attack to a passenger bus that of Shusa –Bakü expedition, 2 people died and 13 people were wounded.
Monte Melkonyan, a citizen of USA, took place in wilderness attacks and assassinations against Turkish diplomats. He came to Yerevan in 1990 and then settled in Mountainous Karabakh. He was killed in 1993 in a coflict with the Azerbaijan army. Levon Ter Petrosyan, the President of Armenia, was in Melkonyan’s funeral ceremony and Melkonyan was given the appellation of “National Hero” On August 10, 1990; as a result of a bombing attack to a passenger bus that of Tblisi-Agdam expedition 20 people died and 30 people were wounded.
On January 9, 1991; on yhe way of Lachin-Susha as a result of an armed attack, Salatin Esgerova- a news reporter of Azerbaijan Youngs- and three Russian soldiers were killed.
On May 30, 1991; as aresult of a bombing attack to a train that of Moscow- Bakü expedition in Hasavyurt station of Dagestan, 11 people died and 22 people were wounded.
On June 31, 1991; as a result of a bombing attack to a train which was on the direction of Bakü in Temirtav station of Dagestan, 16 people died and 20 people were wounded.
Vazgen Sisliyan who entered the attack organised against the Paris Ambassador of Turkey in 1981 came to Yerevan in 1991 and entered the war that of Mountainous Karabakh. Sisliyan had declared to the newspaper of Russia, “Moskovskie Novostie”, that the power policy was very important in order to take attention of the world society in Armenian issue.
On November 20,1991; the Minister of State of Azerbaijan Ismayılov T. , First Secretary Haciyev Z. , the Minister of Internal Affairs Esedov M. , the attorney general Gayıbov I. , deputies Caferov V., Mehmetov V. , the adviser of office of president Mirzeyev O. , the Minister of State  Namazaliyev G. , the attorney general of Mountainous Karabakh  Plavskiy I., the First Secretary of Intelligence Service of Mountainous Karabakh Ivanov S. , the Minister of Internal Affairs of Mountainous Karabakh General Kovalev V. , the Commander of state of emergency Mountainous Karabakh Jilkin N. , the adviser of the Minister of State Mehmetov R. , Mustafayev A., Hüseynzade A., Şahbazov F. in Azerbaijan State Television Committee , Russian representatives that of General Lukaşov I., colonel Kocharov V. and First Secretary of Ministry of Internal Affairs of Kazakhistan  General Serikoz S. died when the helicopter was killed by Armenian terrorists by rockets sensitive to heat while they were going to Mountainous Karabakh for the peaceful settlement of the dispute.
On January 28, 1992; as a result the killed helicopter that of Agdam-Susha expedition, 41 civil people died.

On February 26, 1992; as a result of the attack in Hocalı city 450 people were killed, 400 people were wounded, 80 people disappeared and 800 people were given harm by Armenians.
On February 22, 1993; as a result of a bombing attack to a passenger bus that of Kislovodsk- Bakü expedition in the Gudermas station in Chechenya, 11 people died and 18 people were wounded.
On February 1, 1994; as a result of the a bombing attack to the passenger train that of  Kislovodsk –Bakü expedition in Bakü railway station, 3 people died and 20 people were wounded.
On April 13, 1994; as a result of a bombing attack to the passenger train that of Baku-Moscow expedition in Dagetan Alevi station in Russia, 6 people died and 3 people were wounded.
Journalists who were waiting for the spoker-man to listen his press statement in Armenia, they forgot the reason of their being there and clapped him for a long time. This event was lived in May before the Armenian authorities’  explanation of their offering sympathy to USA. This man who was clapped was not a diplomat, politician, sport or an artist. This man was Varujan Karapetyan who was a member of “ASALA” – Armenian Secret Army- and who organised the bombing attack in Orly airport in France in 1983.
This organization-ASALA- was a terrorist one which was based on Armenian Revolutionist Federation and organised terrorist attacks on Turkish diplomats in European countries beginning from 1980s. As a result of Karapetyan’s bombing attack on Orly airport in 1983, 8 people died. Karapetyan who was an active member of  the “ASALA” was caught by the French police and he was given the punishment of life sentence by the French Court on March 3,1985.
In order to put Karapetyan out of French prison, a sign campaign was started and nearly one million sign was collected under the leadership of Echmiadzin Church and of course with the assists of the Armenian government.
As a result of serious “developments” in French judicial system beginning from 1985 and the sign campaign, French Court of Appeal forgave Karapetyan on April 23,2001 conditionally that he had to leave the country immediately. It was a surprising point that he was let out of prison a day before April 24 which has been known as the remembrance day of the so-called genocide. It was also determined that Karapetyan would be given the right of asylum by the Armenian government and in addition to this a house and a job would be supplied to him by the mayor of Yerevan.
In addition to that the Prime Minister of Armenia, Adranik Margaryan, was visited by Varujan Karapetyan; Margaryan explained his pleasure with Karapetyan’s heroic struggle for Armenia and he demanded Karapetyan to be looked after from the Minister of Health.

The Kocharian government applied the Frenvh government and he demanded Karapetyan to be given back to Armenia in a period when the Kocharian government let the re-activities of Armenian Revolutionist Federation in 1998which was banned by the Armenian Attorney General in 1996 because of taking place in terrorist activities. Armenian Revolutionist Federation whose activities were let in 1991 is not just a political party; it has been a power which has taken place in many terrorist activities, has made its game rules to be accepted and has governed Armenia behind the scenes. Terrorism has been the official ideology of Armenia. Armenia has been seriously developing her relations with Syria, Lebanon, Iran and PKK terrorist organisation. USA who declared that she would be against any country who would not support her in her struggle with terrorism, could not decide whether Armenia was against her or net.

Has there been any pressure of Armenian diaspora on US government about US’ belief on cooperation with Armenia against terrorism? Have one million votes in USA on the Senate and President elections been more important than the national security  and struggle against terrorism of USA? Has there been any special meaning of Armenia’s being a Christian state? Has Armenia been the saucy child of USA in South Caucasia although Armenia has close economic, political and military cooperation with Russia? Has USA rewarded Armenia with 1,200 million dollars since 1991 because of her developing  economic and political cooperation with states suggesting terrorism?

Is USA going to protest Armenia’s suggesting terrorism and her developing cooperation with other states suggesting terrorism? Is she going to demand the cansellation of the natural gas treaty between Armenia and Iran? ( It is a fact that USA asked Turkey to cancel her natural gas treaty with Iran) Is USA going to apply the same pressure on Armenia concerning the end of the propaganda and international efforts about  affirmation of the so-called genocide, withdrawal of the demands of compensation and land; while she applies pressure on Turkey in order to open the Turkish-Armenian border and stop her economic blockade of Armenia?

Is USA going to attempt to give an end to Armenian diasporas’ international efforts to affirm the genocide of Armenians both in their own provinces and Europe? Al Qaeda terrorists entered USA with Armenian passports, then is USA going to impose an economic blockade against Armenia as she has been imposing against Iran, Iraq and Syria? Is USA going to support the legitimate struggle of Azerbaijan against Armenia about the occupied Azerbaijan lands by Armenian army, or at least is she going to be impartial? Is USA going to force Armenia who threats the stability and security of South Caucasia for peace from the perspective of the Caspian Basin energy sources and security of pipelines? Is USA going to put Armenia to the list of “vagabond states” because of her aids to the nuclear weapon production activities of Iran? Is USA going to impose pressure Armenia which has been the military base of Russia in South Caucasia  in order to put Russian soldiers out of Armenia? Is USA going to warn Armenia because of her restrictions on human rights, liberty of press that those are the basic principles of democracy?

USA accepted the “907” numbered additional item which included the prohibition of US aid to Azerbaijan’s economic blockade on Armenia while she accepted the “Freedom Support Act” in order to help ex-Soviet republics. If USA plays the role of the protector of democracy and human rights, “907” numbered additional item has to be imposed on Armenia, not on Azerbaijan. It is very shameful for USA not to know or reluctance to know which country is in the position of aggression and which one is in defence.

If it is tried to find an answer to those questions from today’s perspective, it can be said that USA does not impose any pressure on Armenia; because first of all according to USA, Armenia is a small Christian state and surrounded by Muslim states except Georgia. Armenia’s claims on the so-called genocide , compensation and land does not disturb USA any more.

USA has been using the Armenian argument against Turkey for more than twenty years when Armenian diaspora have put the issue of the so-called genocide into the agenda of Congress and/or attempted to pronounce “Armenian Genocide” before April 24 every year. Also this opportunity has been presented to USA in a golden tray. In every four months of years, a great liveliness has been noticed in the US policy of Turkey. Turkey who has intensified her lobby both in Congress and Senate has been spending millions of dollars to some groups. For this reason, full acception and rejection of the so-called Armenian genocide has not been suitable for those groups who perceive this issue as an economic income. They know that Turkey’s expenditures on lobby activities are going to decrease when Senate accepts “Armenian Genocide”. In addition to this they don’t want the issue to fall from the agenda.

Turkey and Azerbaijan have always been forced to defence themselves although they have had the capability of proving the bloody papers that Armenia has done for more than fifteen years. Turkey and Azerbaijan have to leave this position of defencing themselves and be more active in explaining the reality of Armenian terrorism to all world society. Otherwise, it will be impossible to leave the role of defeat

Alihəzrətinizə ermənilərin Persiyadan köçürülməsi üçün tətbiq edilən üsullar haqqında və onların indi bizim vilayətlərdə yerləşdirilməsi barədə mənim vasitəmlə daha mötəbər məlumat almağınız lazımdır. Həmin predmet üzrə mənə məlum olan həqiqət budur: polkovnik Lazarev özünü bu mühaçirliyin əsas təşviqedicisi saymışdır, bu barədə, bizə məlum olduğu kimi, o, kifayət qədər aşkar, lakin əsassız öz fikrini izah etmişdir, ona görə ki, onun barədə ermənilərin heç bir anlayışı yox idi, onlar təkcə Rusiyaya etibar etməklə və onun qanunları altında olmaq arzusu ilə hərəkət edirdilər.

Knyaz Arqutinski bir neçə dəfə ona rəftarı barədə, onun necə lovğa, yüngül və faydasız olması barədə göstərmişdir. Polkovnik Lazarevin bütün başqa işləri də bu cür olmuşdur və onlar barədə geniş danışmağa dəyməz. Yalnız onu əlavə etmək lazımdır ki, o, mənasız adamdır, lakin pozğun deyil, dövlət pullarını xəlvəti mənimsəmək və qəsdən zərər vurmaq qabiliyyətli deyil. Alihəzrətinizə məlumdur ki, ümumiyyətlə buradakı sakinlərin hamısı birlikdə köçkün hesab edilməlidir, çünki onların hamısı sərdar tərəfindən müharibə vaxtı köçürdülmüşlər və ən kasıb vəziyyətdədirlər. 3) Dövlət pul yardımları tamamilə ağılsız paylanmışdır: ehtiyacı olanların sayı və kimə nə qədər lazım olması barədə doğru məlumat olmadan, dilənçilər kimi, hər nəfərə bir, iki rubl paylamışlar. Birdəfəlik verilən 25 rubl müxtəlif vaxtlarda hissə-hissə verilən məbləğdən on dəfə əhəmiyyətlidir. Heç bir ümumi tədbir, məsələn, bütöv cəmiyyətin saxlanması üçün, habelə gələn ilin əkini üçün taxıl alınması və digərləri kimi tədbirlər görülməmişdir. Alihəzrətinizə köçürmə komitəsinin dəyərsiz hərəkətlərini göstərməklə, mən ədalət naminə qeyd etməliyəm ki, əgər orada indi heç olmayan qabiliyyətli adamlar da otursaydılar, onlar da böyük çətinlik çəkərdilər. Vilayət idarəsində hətta hələ Arazın o tərəfindəki torpaqların və kəndlərin səthi siyahısı da yoxdur. Arazın bu tərəfindəki mahallarda da hələ sakinlərin sayı məlum deyil. Malikanələr barədə heç deyiləsi deyil: kimə nə məxsus olmasını heç kim bilmir.

Beləliklə, komitə istifadə etməli olduğu lazımi məlumatları heç yerdən ala bilməmişdir. Buradakı vilayət rəisi deyir ki, o, yeni gəlmiş ermənilərin çoxunu Arazın o tərəfinə köçürmək istəyirdi, lakin onlar alihəzrətinizdən ilk dəfə onları yerləşdirdikləri yerlərdə qalmağa icazə verməyi xahiş etmişlər və buna sizin razılığınızı almışlar. Lakin podpolkovnik knyaz Arqutinski həmin tədbirin yerinə yetirilməsinin mümkün olacağından ümidini itirmir. Bu məmur özünün idarəetmə bacarığına və sədaqətliliyinə görə rəhbərliyin tam etimadına layiqdir. 30 min rubl gümüşlə və 2 min qızıl əşrəfi yenidən köçürülənlərə yardım üçün təyin edilmişdir, artıq xeyli tələbkarlıqla istifadə ediləcəkdir. Əgər alihəzrətiniz ən yaxın vaxtda həmin predmet üçün daha iki o qədər buraxmaq qərarı versəniz, göstərilən gəlmələrin rifahını tamamilə sabitləşdirərdiniz. Yalnız yardım tələb edənlərin sayını buyurun düşünməyə qəbul edin ki, onların hamısı vaxtilə xəzinəyə vergi ödəyəcək. Rusiyada bu sayda adamların orta vergi qiymətilə müqayisə edin və alihəzrətinizin bu işə verdiyi bütün məbləğ onun gətirməli olduğu fayda ilə müqayisədə nəinki mötədil, hətta cüzi görünəcəkdir. Bilmirəm, alihəzrətinizə həmin iş məhz bu nöqteyi-nəzərdən təqdim edilmişdirmi və siz onu bəyənəcəksinizmi.
Yardımın xəzinədən heç bir xərc tələb etməyən daha bir mühüm mənbəyi sərdar mal-qarası ola bilər, o, hazırda 30 min ədədə qədərdir, vaxtilə sərdar tərəfindən sakinlərə vergi öhdəliyi kimi saxlamaq üçün paylanmışdı. O. sahibkar kimi onlardan öz növbəsində yağ, yun, bala artımını və başqalarını alırdı. Həmin mal-qaranın mövcud olması barədə mən çoxlarından eşitmişəm və vilayət idarə heyətinin üzvləri Petrikovdan və Mendoksdan qəti yəqin etmişəm. Həmin sərdar təsərrüfatını davam etdirmək xəzinə üçün səmərəli deyil və bizim inzibatçılığımızda sadəcə mümkünsüzdür, əsgərlərə yemək üçün paylamaq isə biryolluq sərf etmək deməkdir; lakin həmin mal-qaranın köçkünlərə paylanması onların təsərrüfatını hiss olunacaq dərəcədə artırar və yaxşılaşdırar. Mən kənardan nə qədər çalışdımsa da və məhz bunun üçün hədsiz qabiliyyətli olan tərcüməçim Dadaşev vasitəsilə, bu məqsədlə onu keçib getdiyimiz kəndlərdə, Eçmiədzində, burada adamlardan soruşmağa məcbur etməklə pulların paylanması zamanı hansısa sui-istifadələr olması barədə öyrənim, heç kim bu barədə şikayət etmədi və o, həqiqətən olmamışdır. Même la race et les territoires où les Arméniens se trouvent sont à discuter. Depuis leur exsistence les Arméniens ont touiours vêcu sous l”administration d”autres états et ont travaillé pour les états auxquels ils étaient attachés.

Dans les ressources encyclopédique, la région de Nako Nakhitchevan, Erivan, Gökcegöl, La Riviere Rumiye est appelée Armenia qui signifie “Haut Pays” et le peuple qui y vit est appelé Arménien.Une partie des historiens Arméniens affirment qu’ils sont des Hittites qui vivaient en Syrie du Nord et dans la région appelée Kilikya, au 6 e siècle avant Jesus Christ et d’autres qu’ils viennent de Hayk, un des fils de Noé. D’une autre part on ne sait pas dans quelle partie de le région vit précisément le peuple appelé aujourd’hui, Arménien et qui s’est aménagé dans la région appelée Arménie, ni leur taux par rapport aux autres peuples vivant dans la même région. Même les historiens Arméniens n’ont pas une idée commune à propos de leur origine. Il est impossible que cette société qui n’a pas pu avoir l’identité d’un peuple et d’état indépendant dise “c’est notre pays” à une région quelconque. Par occurence le rêve de la “Grande Arménie” n’est que le produit d’une pensée totalement propagante.Quand on regard l’histoire, on voit que les Arméniens ont vêcu sous la souveraineté des Perses, Macédoines, Selefkit, Romains, Parthes, Sasani, Byzantins, Arabes et Turcs dans l’ordre chronologique. La plupart des fiefs Arméniens sont fondés par les états dominant la région et voulant attirer vers eux les Arméniens pour les utiliser.

Ce sont les Turcs qui ont sauvé les Arméniens de la tyrannie Byzantine avec leur entrée en Anatolie en 1071 et qui leur ont donné le droit de vivre en paix. A l’époque de Fatih le conquérant, les Arméniens ont eu la liberté de conscience et de religion, une résidence de patriarche a été construite afin qu’ils puissent réaliser leurs activités religieuses et sociales.Le patriarche Arménien avait le pouvoir d’interdire les cérémonies religieuses, de ramasser de l’argent de son peuple, faire les cérémonies de fiançailles, emprisonner les gens…

Les Arméniens ont vêcu leur “ère d’or” sous l’administration Ottomane jusqu’à la fin du 19 ième siècle en se servant aussi de la digilence du peuple Turc. Ils ont été dispensés du service millitaire, et de payer une part des impôts, eu la chance de progresser dans les domaines de commerce, d’agriculture, d’artisanat et de gestion, et ont été installés au ministère des affaires étrangères vidé après la révolte des Roums.

Pour cette raison, jusqu’au dernier quart du 19 ième siècle il n’y a eu aucun problème dans les relations Turco-Arméniennes.

Aşırı milliyetçi görüşleri ile tanınan, Büyük Ermenistan ideolojisinin en büyük savunucusu olan Zori Balayan “Ocak” adlı kitabında Türkleri inanılmaz olaylarla suçlamış, Türklerin Ermenilere karşı “soykırım” yaptığını, ancak Ermeni halkın bunu hiçbir zaman unutmayacağını ifade etmiş, tüm Ermenileri intikam almaya çağırmıştır.

Balayan, kitabında ayrıca bir tür Ermeni hastalığından bahsetmektedir: “soykırıma” uğramış Ermenilerin hastalığından.., ezilmiş ve mağdur Ermenilerin psikolojik durumundan… Bu hastalık bulaşıcıdır ve sadece Ermeniler için geçerlidir. Sovyetler Birliği döneminde hastalık gizli evresini tamamlamış, bağımsızlıktan sonra hızlı bir şeklide Ermeniler arasında yayılmıştır. Ermeniler, bu hastalığın tedavisinin sadece 1915 olaylarının intikamı alındıktan, Kars, Iğdır, Erzurum, Sivas, ve Trabzon’un Ermenistan sınırları içinde olduktan ve Ağrı Dağı’nda Ermeni bayrağı dalgalandıktan sonra mümkün olacağını bildirmekte ve tedavinin uygulanması için her şeyi yapmaktadır.

Bu amaçla Bağımsızlık Bildirgesi’nin 11. maddesinde hastalığın tedavisi için kendilerine göre reçete yazmış, “uluslararası alanda soykırımın tanınması için bütün girişimleri destekleyeceklerini” ifade etmişlerdir. Ermenistan’ın ilk Devlet Başkanı Levon Ter-Petrosyan döneminde (1991-1998) bu reçete fazla uygulanmasa da Robert Koçaryan iktidara geldikten sonra bu işle bizzat ilgilenmeye başlamış, hem iç hem de dış politikada “Ermeni hastalığının” tedavisi için uğraşmıştır.
Ermenistan’da hükümetin desteğiyle Milli Bilimler Akademisi ve Dünya Ermenileri Organizasyonu “soykırımın” uluslararası alanda tanıtılması için “Kanıtlar Paketi” hazırlama çalışmalarına başlamıştır. Bu amaçla Dünya Ermenileri Organizasyonu, Ermenistan Milli Bilimler Akademisi salonunda 6-7 Mayıs 2004 tarihlerinde “Ermenistan-Türkiye İlişkilerinin Normalleşmesinde Soykırım Faktörü” adlı bir konferans düzenlemiştir. Bugün, Ermenistan’da faaliyet gösteren hiçbir siyasi parti, sivil toplum kuruluşu ve akademisyen “soykırımı” inkar edebilecek cesarete sahip değildir. Aksi taktirde Ermenistan sınırları içerisinde faaliyet göstermesi kesinlikle olanaksızdır. Ermenistan Milli Demokratik Birliği lideri Vazgen Manukyan, 19 Mayıs 2004 tarihinde İA REGNUM Haber Ajansına verdiği demeçte Ermenistan-Türkiye ilişkilerini değerlendirmiştir. Manukyan, Türkiye’yi “soykırımla” suçlamış, sınır kapılarının açılmasını talep etmiş, aynı zamanda sözde Ermeni soykırımının uluslararası alanda tanıtılması için Ermenistan’ın propaganda çalışmalarına devam etmenin önemini vurgulamıştır. Ünlü Ermeni tarihçisi Andranik Migranyan da Manukyan ile aynı görüşleri paylaşmaktadır. Migranyan, 8 Mayıs 2004 tarihinde düzenlediği basın toplantısında Ermenistan Devlet Başkanı Koçaryan’ın, “Bizim için soykırımın kabul edilmesi önemlidir. Toprak ve tazminat talebi ise Ermenistan devletinin değil, diasporanın talebidir” şeklinde yaptığı açıklamayı doğru bulmadığını bildirmiş, “iki ülke arasında diplomatik ilişkiler kurulduktan, sınır kapısı açıldıktan ve ekonomik ilişkiler geliştikten sonra bile Ermenistan hükümetinin soykırım propagandası ve Türkiye’den soykırımı tanıma talebinden bir saniye bile olsun vazgeçmemesi gerektiğini” özellikle vurgulamıştır.

Ermeniler sözde soykırım propagandasını her geçen gün biraz daha genişletmeye çalışırken, maalesef Türkiye’deki bazı siyasi ve ekonomik çevreler, sınır kapılarının açılması gerektiğini savunmakta ve bu durumun iki ülke arasındaki ilişkilerin düzelmesi için bir vesile olacağını vurgulamaktadır. Bu çevreler konuyla ilgili görüşlerini açıklarken, Ermenistan’ın Türkiye karşıtı politikasını göz ardı etmekte, Ermenistan’ın Türkiye’nin toprak bütünlüğünü tanımadığını, “soykırımın” Türkiye tarafından kabul edilmesi isteğini, toprak ve tazminat taleplerini unutmaktadırlar.

The “Armenian Revolutionary Federation” or “Tashnak Organization” is also known as the “TashnakParty.” In fact, after the communist took over of the Armenian Republic, the Tashnak organization continued its existence as a party in exile, mainly in Lebanon, Iran, France, Greece and the United States. This organization has remained active up to the present day and has performed a significant role in planning and promoting the new era of Armenian terrorism, as well as forming teams and groups for carrying out terrorist operations. A move was made, later in its career, to have its name changed from the Armenian Revolutionary Federation to the Armenian National Committee. The intention behind this was to achieve greater effectiveness in its propagandist activities by the removal of a name that could offend Western sensibility.

1. The Structure of the Organization

a. “Bureau”: This is the most important organ of the organization and takes the decisions that determine its administrative policies. In appearance the bureau represents collective leadership. It consists of eight members, one each from California, France and Iran and five from Lebanon. The members elect a chairman. The bureau, which was based in Lebanon until the outbreak of the Civil War, was moved from there to the United States and then to Greece and France. The regulations of the bureau and its decisions are kept secret .It is known that a person named Hrair Marukian, Persian by birth and domiciled in France, was its chairman until 1985.

b. “The Central Committee”: It is the highest-level executive organ. It establishes the link between the bureau and the local groups and organizations. It is instituted in places where there is a sizeable Armenian population. Lebanon and France have one central committee each, whilst the United States has two, one on the eastern and’ the other one on western coasts. Under the pyramid shaped structure the local organizations and their organs take place. These are known by the names of a variety of Armenian associations and clubs, such as the Federation of Armenian Youth, the Youth Organization, the Armenian Boy and Girl Scouts Club, organizations for sport and cultural activities.

c. There are also various offices operating under the central committees, such as those in charge of propagandist activities and publicity, as well as legal, financial, military and educational matters. These offices offer purely technical service or advice. As an example of an office rendering a specific service, we can mention the Committee for Supervising Armenian Immigration.

2. Aims

The Tashnak terrorist organization defines the meaning of the Armenian cause or “the Hay Taht” as the establishment of an independent and non-communist Armenia within the boundaries designated by the abrogated Sévres Treaty and the enforcement of the payment of compensation by Turkey in return for the crimes said to have been committed against the Armenians. Tashnak publications give expression to this objective in the words, “We will continue to insist on the implementation of the Sévres Treaty, as being one of the milestones in the pursuit of our cause.”

In another publication, the aims of the Tashnaks are summarised as the recognition of the right of the Armenians to live in their own lands and to govern themselves. More commonly, the aims of the Tashnaks are presented as centring around three specific demands: a) the recognition of the Armenian claim that genocide was committed, b) the payment of a compensation by Turkey, c) resettlement in the Armenian homelands.

3. Strategies and Policies

Although the Tashnaks have publicly declared that their strategies are directed towards the realization of their aims through “peaceful means”, neither the events of the past nor their activities in the new era of Armenian terrorism have proved this to be true. This ‘party’ which has all the characteristics of a terrorist organization, can assume, when needed, a peaceful guise and mislead the public by using propagandist tactics perfected through long years of experience. In fact, as has been said above, it was the Tashnaks who were responsible for the establishment of the Justice Commandos for Armenian Genocide whose name was later changed to the Armenian Revolutionary Army. It is, indeed, the Tashnaks who decided upon and planned the assassinations and bomb assaults carried out by this group. These activities suffice to show that the Tashnak organization never abandoned the terroristic tendencies it possessed at its inception. Nonetheless, there is a significant difference between the strategies employed by the Tashnaks and those by ASALA. ASALA makes no distinction between the Turks and other nationalities, all of who can figure indiscriminately as their targets, whereas the Tashnak organization and its affiliates take Turkish citizens or official representatives of Turkey as the sole targets of their deadly operations.

After the killing of the Turkish Consul General in Los Angeles in 1972, the Justice Commandos announced that their targets were “only Turkish diplomats and Turkish institutions.” The same declaration of intention was made in connection with the assault carried out by the Armenian Revolutionary Army against the Turkish Embassy in Lisbon in 1983.

The difference that exists between the strategies of the Tashnaks and ASALA may be explained by observing the historical development of the two organizations. As we have seen, the Tashnaks took a pro-Western stance in the nineteenth and the first two decades of the twentieth century and aimed at influencing public opinion in the West, whereas the Hunchaks turned towards Russia for protection and support. It is significant that, during the years 1973-1985, terrorism made use of both camps.

The strategy adopted by the Tashnaks finds its clearest expression in the announcement made in the wake of the Lisbon attack. According to this, “a national liberation movement has to go through two phases in order to attain its end: firstly, the phase of internal propaganda, when bases of support are secured; secondly, the phase of external publicity directed towards gaining the sympathy of the world and attracting attention for the cause: hence the necessity for organizing activities that serve as demonstrations…”

For the Tashnaks, Armenian terrorism was but a form of demonstration conducted as part of their strategy. In other words, the assaults, bombings and raids that were carried out and the people who were injured, killed or trampled to death in the course of these incidents, were all considered to be the necessary elements of a scenario that made up the ‘demonstration’.

The Tashnak historian Varandjian described the characteristics of the Tashnak terrorist organization in the words: “Perhaps no other revolutionary party, not even the Russian Narodovoletz (Narodnaya Volya) or the Charbonari of the Italians, adepts though they were at terrorism and undaunted by anything that came in their way, could breed terrorists as reckless and impassioned as the Tashnaks. Hundreds of men carrying guns, daggers and bombs are up in arms.” It is sobering to reflect that during the period we have studied the mission of these “reckless and impassioned” terrorists was to attack Turkish institutions and the Turks.

4. The Congresses of Vienna and Munich

On December 27, 1981 the following resolutions were taken in the twenty-second Tashnak Congress held in Vienna:

a) The Party’s goal is to secure the establishment of a united and independent Armenia.

b) Pressure should be exerted on other Armenian organizations by the political committees to induce them to join the ranks of the Tashnaks.

c) Complete agreement with the West must be secured.

d) Close relations have to be established with the Soviet Union, and Armenian immigration must be stopped.

In the Munich Congress held at the end of 1984 with the participation of representatives for fifteen countries, the following resolutions were passed:

a) New campaigns must be launched to publicise the Armenian cause.

b) An attempt must be made to resolve the ‘Armenian question’ through legal and other peaceful measures, for example, a campaign must be conducted to bring the issue of genocide before the United States Congress and the United Nations Committee for Human Rights so as to secure its recognition.

In the declaration made at the end of the Congress, the delegates made the following announcement: “We are to continue our struggle for the recognition of the legal rights of the Armenian people and of the genocide committed by the Turks; as well as the payment of a compensation for the human, cultural and economic losses endured by our nation and the restitution of the Armenian national home which has belonged to us for thousands of years.”

The resolutions taken at both the Congresses are of interest in facilitating the identification of the themes that were to be used as means of, propaganda by the Tashnak terrorist organization.

5. Support and Connections

The Tashnak terrorist organization derived its support largely from the United States and Europe. It operated on the basic principle of avoiding, as far as possible, contact with the other terrorist organizations. Instead it had links with various organizations in the states mentioned, its primary source of support being the Church and the Union of Churches, as well as the Armenian lobbies and research centres.

6. Political Developments

Up to the 1970’s the “liberation and independence of Soviet Armenia” formed the basis of the policies determined and implemented by the Tashnak terrorist organization. For this reason, the Tashnaks gave priority to hostilities against the U.S.S.R. and engaged in a merciless struggle against those who supported and controlled Soviet Armenia. During Christmas worship, the Archbishop of the Holy Cross Armenian Church in New York was assassinated by a Tashnak suicide-killer. The reason given was the Archbishop’s approval of the situation in Soviet Armenia.

After the 1970’s, the break-up, due to death and other factors, of the ruling party in the Armenian Republic and the comparisons being drawn between the Third World liberation movements and the Tashnak terrorist movements led to significant changes in the Tashnak policies. Their hostility was now directed against Turkey and the Turks. “Fascist Turkey” had become the real enemy; Turkey’s ally, the United States, was also counted among their enemies. The “Justice Commandos for Armenian Genocide” (JCAG), a terrorist group established in 1972 and organized by the Tashnaks, were put into action as a result of the policy changes mentioned above. The Aztag Shapatoriag, the propaganda organ of the Tashnaks and especially of the JCAG, issued a warning of ‘terror’ when they announced that “terrorism is the last hope and the only path to follow in the liberation struggles of today.”

Despite all the propaganda efforts by the Tashnak terrorist organization, the Lisbon operation was seen as a complete failure. The attempts to represent the attack on the Turkish Embassy in Lisbon, as a turning point in terror did not win general acceptance. Following this, they were obliged to change the name of the JCAG to “Armenian Revolutionary Army”; even so, this did not produce the desired results. In particular, the arrest and conviction in 1984 of Sasunian, one of the Tashnak murderers, proved a great setback to Tashnak policies. The Tashnaks lost the support of American-born Armenians. According to the Armenian Reporter, the Tashnak Party had been taken over by Lebanese Armenians from abroad, and was powerless in the face of a large majority who did not support terrorism. The weakening of the- terrorist wing of the party led to increasing clashes of opinion at the highest level of the Executive Council and Central Committees. The highest officials in the party were split into two groups. Powerful members of the Executive Council, representatives of the Lebanese Central Committee and leading members of the party administration, were murdered in Beirut or disappeared without trace. By the end of 1985, it was impossible to speak of a united Tashnak Party. Two important external factors helped to create this situation within the Tashnak terrorist organization. The first was the revelation that the Tashnak leaders had had connections with secret service organizations in certain countries and that these were trying to establish control over the Armenian churches. The second was the struggle between ASALA and the Tashnaks. ASALA described the Tashnak leaders ad “parasites who were sucking the blood of Armenians dry.” As a matter of fact, these developments within the Tashnak terrorist organization were not new. Whenever such conflicts and divisions arose in the past, the Tashnaka always re-emerged sometime later. In the World Armenian Congresses, the Tashnaks have always been, and will continue to be, a force to reckon with. As for the policy cahnges, they may be construed as being to temporary conflicts in leaderships.

7. The Media

Within the Armenian terrorist organizations, the Tashnak terrorist organization was experimenting in the field of propaganda and was giving support to that extent. They had acquired the means of constantly informing world opinion of their goals, their activities and their policy through the press and broadcasting media; for example, through various serials and feature films, through radio programmes, which they had purchased, thorough private radios, television and video films. Quite a few countries showed interest and provided the Tashnaks with special support in this area. Among the most important Tashnak publications were Hairenik and Asbarez, both published in Armenian in the United States, together with the Armenian Weekly, which was published in English.

The Tashnaks also organized twenty-two world conferences in places such as Paris, Bucharest, Erevan and Munich, although the number of participants was limited. This was a tremendous propaganda and publicity effort on their part.

According to the decree of the President of the Republic of
Azerbaijan of 26 March 1998, every year on 31 March Azerbaijan
commemorates the Day of Genocide of Azerbaijanis.This year he people of Azerbaijan once again pay their respect to
victims of massacres and ethnic cleansing conducted as a result of
imperial policies in the region and waves of Armenian aggression.

The dismemberment of the Azerbaijani people and the division of the
historical lands of Azerbaijan began with the Treaties of Gyulistan
and Turkmanchai, signed in 1813 and 1828. The national tragedy of the
divided Azerbaijani people continued with occupation of their lands.
As the result of implementation of this policy, a very rapid mass
resettlement of Armenians in Azerbaijani lands took place. The policy
of genocide became an integral part of the occupation of Azerbaijani
lands.Inspired by dreams of creating a “Greater Armenia”, Armenians, not
even concealing their intentions, carried out a series of large-scale
bloody actions against Azerbaijanis between 1905 and 1907. Hundreds
of settlements were destroyed and razed to the ground; the thousands
of Azerbaijanis were barbarically killed.

Taking advantage of the situation followed the World War I and the
February and October 1917 Revolution in Russia, Armenians began to
pursue the implementation of their plans under the banner of
Bolshevism. Under the watchword of combating counter-revolutionary
elements, in March 1918 the Baku Commune began to implement a
criminal plan aimed at eliminating Azerbaijanis from the whole of
Baku Province. The crimes perpetrated by Armenians in those days have
imprinted themselves forever in the memory of the Azerbaijani people.
Solely because of their ethnic affiliation, thousands of peaceful
Azerbaijanis were annihilated. The Armenians set fire to homes and
burned people alive. They destroyed national architectural treasures,
schools, hospitals, mosques and other facilities, and left the
greater part of Baku in ruins.

The genocide of the Azerbaijanis was carried out with particular
cruelty in Baku, Shemakha and Guba districts and the Karabakh,
Zangazur,Nakhichevan, Lenkoran and other regions of Azerbaijan. In
these areas, the civilian population was exterminated, with villages
put to the torch and national cultural monuments ruined and destroyed.

After the proclamation of the Azerbaijani Democratic Republic, the
events of March 1918 were at the center of attention. In 1919 and
1920 the Azerbaijani Democratic Republic observed 31 March as a
national day of mourning. This was in fact his first attempt to give
a political assessment of the policy of genocide against
Azerbaijanis. However, the demise of the Azerbaijani Democratic
Republic left this work unfinished.

In 1920, taking advantage of the sovetization of Transcaucasia for
heir own vile purposes, the Armenians declared Zangazur and the
number of Azerbaijani districts as a territory of the Armenian Soviet
Socialist Republic.

On 23 December 1947 the Armenians secured the adoption of a special
decision by the Council of Ministers of the USSR on the resettlement
of Azerbaijanis from Armenian SSR to the Azerbaijani SSR, and between
1948 and 1953 they were able to have mass deportation of Azerbaijanis
from their historical lands conducted at the State level.

Beginning in the 1950th the Armenian nationalists, with the help of
their protectors, initiated a flagrant campaign of intellectual
aggression against the Azaerbaijani people. In books, magazines and
newspapers they sought to prove that the most treasured masterpieces
of the national culture of the Azerbaijanis, their classical heritage
and architectural monuments belonged to the Armenians.

Hundreds of Azerbaijanis were driven from the city of Erevan and
other districts of the Armenian SSR. Armenians grossly violated the
rights of Azerbaijanis, made it difficult for them to be educated in
their mother tongue, and pursued a policy of repression. The
historical names of Azeabaijani villages were changed; old toponyms
were replaced with modern names on a scale unprecedented in the
history of toponymy.

The new territorial claims of Armenia towards Azerbaijan instigated
by the leadership of USSR, at the end of 80s of the last century
resulted in a large-scale war, occupation of 20 percent of
territories of the Republic of Azerbaijan by the Armenian military
units, and becoming refugees and internally displaced persons of
about one million of Azerbaijanis.

In 1988 the remaining 200,000 Azerbaijanis were forcibly deported
from their historical homelands within the present-day Armenian
State. Killing and maiming accompanied the mass expulsion: 216
Azerbaijanis were killed during the ethnic cleansing in 1988-1989.

In February 1992, the Armenians committed unprecedented massacre of
the population of the Azerbaijani town of Khojaly. The bloody
tragedy, which became known as the Khojaly Genocide, resulted in
extermination or capture of thousands of Azerbaijanis; the town was
razed to the ground. That tragic action by its scale and features is
in full conformity with the notion of genocide defined by provisions
set forth in the Convention “On Prevention and Punishment of Crime of
Genocide” adopted by the UN General Assembly resolution 260 {III}
dated December 9,1948.

All of Azerbaijan,s tragedies that took place in the nineteenth and
twentieth centuries were accompanied by the seizure of lands
constituted various stages in the Armenia,s deliberate and systematic
policy of genocide against Azerbaijanis.

Addressing the nation on the occasion of the Day of Genocide of
Azerbaijanis, President Aliev stated, “…In contrast to the aggressive
Armenian nationalists who unceasingly declare to the world about the
pseudo-genocide and use it for the purpose of getting political-
financial dividends and to achieve some “compensations” we do not
follow such kind of aims informing the world about truth of the
genocide of Azerbaijanis. We consider that in the modern world
territorial claims against another state, ideology of hate against
the whole nations, attempts to solve the arguable issues between the
states and peoples by military means are inadmissible. At the same
time, the whole world should know the truth about the real genocide…”

14 noyabr 1918-ci ilin «Şeypur »jurnalında olduqca maraqlı bir sitat var: «Doğrudan da insaf çox yaxşı şeydir. Əgər insan onun yoxluğundan əziyyət çəkirsə, ondan heç bir xeyir gözləmə».Ən insafsız adamlardan biri də erməni ordusunun baş komandanı Andranikdir. O yenə Qarabağda peyda olub və Azərbaycan xalqının məhv edilməsi ilə məşğuldur. Erməni dövləti isə onun tötərdiyi haqsızlıqlara göz yumurdu. O elan etmişdir ki, Qafqazda Azərbaycanla Gürcüstana yer yoxdur. Qafqaz bütünlüklə Ermənistanın müstəmləkəsi altında olmalıdır və yaxud da Qafqazın bütün millətləri ermənilərə tabe olmalıdır. O çətin illər Azərbaycan Demokratik Respublikası Şuşada, Karyaqində (Füzulidə), Cavanşirdə, Zəngəzurda və Azərbaycanın digər bölgələrində baş verən hadisələrə nəzarət edə bilmirdi. Bu bölgələrdə yaşayan ermənilər lovğa-lovğa Azərbaycan hökumətini tanımaqdan imtina edirdilər və əhalinin müsəlman nümayəndələrinə çox pis münasibət göstərirdilər. Andranikin silahlı qüvvələrinin meydana gəlməsi burada vəziyyəti daha da gərginləşdirdi.
17 may 1919-cu ilin «Azərbaycan» qəzetində belə bir sitata rast gəlmək olar : «Ararat Respublikasının silahlı qüvvələri Yeni Bəyazid bölgəsinə və Göyçə rayonunun dinc əhalisinə qarşı hücuma keçdilər. Onların məqsədi Göyçə rayonunun bütün cənubunu və şərqini müsəlmanlardan təmizləmək idi.
Bu vaxt 22 kənd yandırılıb və 60000 insan öldürülüb. Erməni dövlətinin müsəlman vətəndaşları ilə belə rəftarı ağılasığılmazdır. Erməni hərbi qüvvələrinin əsgərələri və zabitləri girov düşmüş müsəlmanları ağılasığılmaz işgəncələrə düçar edirdilər; cavanları, qocaları, uşaqları, qadınları öldürürlər və onların var-dövlətini öz aralarında bölüşdürürlər».
Həmin qəzetdən daha bir sitat gətirək : «Erməni hərbi birləşmələri tərəfindən izlənilən əhali Gəncənin qarlı dağlarında gizlənirdi. Artıq Göyçə rayonunda müsəlman yoxdur. Yeni Bəyazid rayonunda 84 müsəlman kəndi dağıdılıb, onların 24-ü yerlə-yeksan olunub, minlərlə azərbaycanlı əhalisi öz var-dövlətini qoyub yerlərindən didərgin olublar. Onların var-dövləti ermənilərə qalıb: talan edilmiş mal-dövlət milyon və yaxud milyard rubllarla dəyərləndirilmişdir». Azərbaycanlıların kütləvi şəkildə qırılmasının təşkilatçısı Andarnik idi.
1918-ci il 4 iyulda Ərzurum yaxınlığında gedən döyüşlərdə türk qoşunları Sarıqamış-Qars-Aleksandropol istiqamətində geri çəkilən erməni könüllü dəstələrini ağır məğlubiyyətə uğratdılar. Bu Ermənistan daşnak hökumətini məcbur etdi ki, Batumidə Türkiyə ilə sülh müqaviləsi imzalasın. Bu isə Andarniki cin atına mindirdi. O, Türkiyə ilə müharibənin davam etdirilməsinə tərəfdar çıxaraq, ingilis generalı Denstervilin dəstələri ilə birləşmək üçün Urmiyaya keçməyə cəhd göstərmişdir. SSRİ-in xarici işlər üzrə komissarı Q.V.Çeçerinin sözlərinə görə türk qoşunları general Denstervildən öncə Urmiya və Təbrizi ələ keçirdiyindən Andranik planlarını pozmalı oldu. 1918-ci ilin iyununda Andranik Culfadan Naxçıvana yol üstündə olan dinc türk əhalisini qıra-qıra yollanır. Təkcə Yayçı kəndində 2500 nəfər öldürülmüş və onların cəsədləri Araz çayına atılmışdır. (Rus Kommunist Partiyasının Zaqafqaziya Əyalət Komitəsinin məlumatı, №6-7, iyun-iyul 1919-cu il, Tiflis)
Öz qanlı aksiyalarında Andranik yerli ermənilərdən (yəni dinc əhalidən) olduqca məharətlə istifadə edirdi. Bütün əlində silah saxlamağa qadir olan cavanlar hərbi qüvvələrə çağırılırdı və dəhşətli cinayətləri törətmək istəməyənləri ağır, işgəncəli ölüm gözləyirdi.
1918-ci ilin sentyabırında Andranik Sisian rayonunun Qaraqışlaq kəndini tamamilə yandırmışdı, xoşbəxtlikdən sağ qalanlar öz həyatlarını qaçmaqla xilas etmişdilər. Digər bir Vaqudi adlanan kənddə 400 insan məscidin içərisinə doldurularaq diri-diri yandırılmışdılar. Xristianlığı qəbul etməkdən imtina edən kişiləri yandırmışdılar, qadınların döşlərini kəsmişdilər.
Düz yeddi kişi və qadın alovlanan tonqala çevrilmişlər. 1919-cu ilin 28 aprelində rayon hakimiyyəti yenə Gəncə qubernatoruna xəbər verir ki, «qaniçən general–quldur» Qarasaydan Araza qədər və Minkənddən, Bazarçaydan Naxçıvana qədər olan kəndlərdə vəhşicəsinə qətllər törətmişdir. (elə orada, səh.32)
Zəngəzur rayonunda Andranikin quldur dəstələri 115 yaşayış məntəqəsini talan edib yandırmışdı. Bu halda 3257 kişi, 2276 qadın, 2196 uşaq öldürülmüşdür; 1060 kişi, 794 qadın, 485 uşaq çoxsaylı bədən xəsarəti alaraq, müxtəlif dərəcəli əlillərə çevrilmişlər. Ümumiyyətlə, rayonda 10068 insan öldürülmüşdür. Tutulmuş ərazilərdən azərbaycanlıların qovulması Andranikin əsas məqsədi idi. O, həmin yerlərdə Türkiyədə axırıncı qiyamın yatırılmasından sonra qaçan ermənilərin məskunlaşmasını istəyirdi.
Artıq Antantanın Andranikə göstərdiyi dəstək bir sirr deyildi. Antanta ölkələri erməniləri Türkiyə ilə müharibədə özlərinin müttəfiqi hesab edirdilər. İngilis Hərbi Qafqaz Komandanlığı Andranikin Azərbaycanda törətdiyi vəhşiliklərdən xəbərdar idi. Ancaq sözlərdə «sülh və əminamanlaq» istəyən regionda ingilis-fransız missiyasınının nümayəndələri vəhşi daşnakların üstündə himayədarlığı boyunlarına götürmüşdülər.
Ancaq 1918-ci ilin sentyabrında bura göndərilmiş Qafqaz İslam Qüvvələri Andranikin quldurlarını Şuşadan və Zəngəzurdan qovmağa nail olublar. 1918-ci ilin noyabrında Mudros müqaviləsinin imzalanmasından sonra türk hərbi qüvvələri Azərbaycanı tərk etdilər və Andranik yenə də fəallaşdı. Təkcə Zəngəzurda 30 kənd yandırılmışdı.
Bəs yerli erməni əhalisi Andranik necə münasibət bəsləyirdi? Bu sualın cavabı «Naş putğ» qəzetinin 17 yanvar 1919-cu ildə çap olunmuş sayında oxumaq olar. Orada yazılmışdır: « «Ali himayədar» Andranik təkcə öz doğma yurdlarında qaçqın olmuş azərbaycanlıların qarğışlarına və ah-naləsinə deyil, eləcə də ermənilər Allaha yalvarırlar ki, bir vaxt gəlsin və elə bir erməni hökuməti peyda olsun ki, bu «cəsarətli generalı» tutduğu yerlərdən rədd etməyə nail olsun. Məktublarının birində Andranik özü boynuna alır ki, erməni əhalisi onun əsgərlərini olduqca soyuq, xoşagəlməz və hətta düşmən münasibəti ilə qarşılayır. O yazır: «…Biz Qarabağa girəndən çətin vaxtlar başlanıb. Hərbi qüvvələrdə nizam-intizam yoxdur, əsgərlər hirsli və yorğundurlar…»
Andranik Antanta ölkələrindən tamamilə asılı idi. Bu faktı Rusiyanın xarici işlər üzrə komissarı Çiçerinin sözləri təsdiqləyir: «Brest-Litov müqaviləsinin bağlanmasından sonra türk hərbi qüvvələri Batum, Qars, Ardaqan və s. şəhərlərinə hücum etdi. Ondan sonra general Nazarbəyov türklərə müqavimət göstərdi. O aradan çıxandan sonra mübarizəni Antantanın cəsusu Andranik davam etdirdi. O general Denstervilin hərbi-ekspedik dəstələri ilə birləşmək üçün Qafqazdan Urmiyaya (Cənubi Azərbaycan) keçmək istəyirdi. Lakin Türkiyənin hərbi qüvvələrinin Urmiyanı və Təbrizi Denstervildən tez tutduqlarına görə Andranik geriyə çəkilməyə məcbur olur». («Bakinskiy raboçiy», № 107, 14 may 1924)
İngilislərin Andranikə açıq dəstəyi 11 dekabr 1918-ci ildə məlum oldu. İngilis-fransız missiyası Azərbaycan müdafiəetmə qüvvələrinin öz mövqelərini tərk etmək və kəndlərinə qayıtmağını tələb edəndən sonra Andranik cumdu köməksiz kəndlərin üzərinə… Ermənilər nə uşağa, nə qadına, nə də qocaya rəhm edirdilər. 12 dekabrda kəndlərin bir çoxu yandırılmışdı. Talanlar və qətllər 1919-cu ilin əvvəllərinə qədər davam edirdi.
6 yanvar Gəncə qubernatorunun adına teleqram göndərilmişdi: «baxmayaraq ki, ingilis-fransız missiyasının nümayəndələri Gorusa gəlib, burada ermənilər böyük bir hücuma başlayıblar. Onlar adamları kütləvi şəkildə öldürürlər, əmlakları talan edirlər, kəndləri dağıdırlar. Zəngəzur rayonunun rəisi Mahmudbəyov Gəncənin qubernatoruna 26 yanvar 1919-cu ildə təlatümlü bir məktub yazır: «Mən öz səlahiyyətlərimə başlayan kimi bir məlumat aldım ki, Andranikin hərbi qüvvələrindən bir neçə yüz əsgər Kirataq, Baharlı, Kiş, Daşbaşlı kəndlərini əhatəyə almışlar. Mən dərhal bu məlumatı Gorusdakı və Şuşadakı ingilis missiyasının nümayəndələrinə, Azərbaycan Respublikasının parlamentinə və Daxili İşlər Nazirinə çatdırdım».
Şərurun müsəlman əhalisi Gəncə qubernatoruna müraciət edir: «Silahlanmış erməni qüvvələri Qəmərlidə, Sədərəkdə, Dəmirçilərdə və digər kəndlərdə qanlı qırğın törətdikdən sonra bizim yerlərə də üz tutublar. Şərurun qadınları və uşaqları qaçmaqla öz həyatlarını xilas edirlər. Bütün əhalinin adından sizdən xahiş edirik ki, böyük ölkələrə, xüsusən İngiltərəyə və Amerikaya müraciət edəsiniz. Onlar bu erməni vəhşiliklərinə son qoysunlar və nə qədər ki, tezdir, bizi amansız ölümdən qurtarsınlar».

Turk Azerbaycan Dostluk Dernegi Baskani Salih Bayraktar, Azerbaycan’in cilesinin bitmek bilmedigini, Karabag isgali ile Ermenistan’in asirlardan bu yana Turklere karsi surdurdugu soykirim ve ihanetin devam ettigini soyledi. Osmanliya ihanet eden Ermenilerin ulkenin doрusunda katliamlar ve gercek bir Turk soykirimina imza attisina dikkat ceken Bayraktar, Hocali soykiriminin da Ermenilerin gercek yuzunь ortaya koydugunu fakat dunyanin olaylara gozunu kapattigini soyledi.

Bu yuzyilin soykirimina tum dunya ulkelerinin ve milletlerinin kulak vermesini bekledigini ifade eden Bayraktar, “Gerek Azerbaycan olarak ve gerekse Turk dunyasi olarak buyuk bir haksizlik ve yalan ile karsi karsiyayiz. Demokrasiye inananlar bu tarihi gercegi gormezden gelemezler. Gelmemelidirler. Zira bu isin pesini birakmak istemiyoruz. Bugun sozde Ermeni soykirim iddialarinda bulunan ve tum dunyayi kandiranlarin yaptiklari soykirimi burada dile getirmek icin toplandik. Halen bir yuрin insanimiz kayip, bir o kadar insanimiz kackin durumuna dustu. Nerede insan haklari? Nerede insanlik? Hakliligimizi her platformda haykirmaya ve bu isin hukuki surecini de birakmayacaрiz” dedi.
31 Mart Hocali Soykirimi’nin geleneksel olarak tum dunyada katledilen Turklerin anilmasi ve Ermenileri kinama gunь olarak ilan edildigine dikkat ceken Bayraktar, Karabag isgaline son verilmesini tum dunyanin bu konuya duyarli olmasi gerektigini belirtti.

It’s well-known, that some countries are called by the name of the people abiding there, others – in accordance with the geographic and administrative name defining the name of the region’s population. According to F. Macler “Armenia, the geographic region, which has this name from ancient times, was not the permanent abode of people called Armenians…certainly, people with different language lived in this country.” (F.Macler. La nation Armenienne. Son Passe. Ses malheurs. Paris, 1924, p. 18-19). Another historian – Pastermadijan, writes: “Emergence of Armenian people, related to Indo-European group of people, in the East, in Armenia, together with Kimmerians and Frakians, who were related to the same group, tracking from the West through the Balkans and Asia Minor, dates back to 7th and 6th centuries BC. This hypothesis is already acknowledged by many specialists.” (H. Pastermadijan. Histoire de l’Armenie. Paris, 1949, p.23)

Thus we come to conclusion that from ancient times a definite region has been known as Armenia. The people, whom we call Armenians, migrated into this region from the West. Date of this migration is 7th-6th centuries BC. Since that time they submitted to different tribes until Cyrus of Persian Empire subdued them. After the victory of Alexander the Great over Persians in 331 BC Armenia was absorbed by Macedon Empire. After Alexander’s death in 323 BC wars of succession divided the empire among his generals. In 301 BC after the final devision Armenia became a part of Salucia. The state ruled by Salucian Dinasty, existed till 189 BC and was conquered by Rome in 66 BC. Different sources say that till the fall of Salucian Empire Armenia was governed by two rulers of Persian origin – Artaksiyax and Zariardis. After the victory of Romans they acknowledged protection of Roman senate. But since 95 BC Armenian leader Tigran, using temporary weakness of Rome as the result of so-called “social wars” inside the empire, and when Arshakids were busy by fighting against Saks, he unified all feudal dukes under his rule, added vast lands and established considerable state. But this independence lasted for 30 years and Tigran’s state was annihilated by Roman general Pompey in 66 BC. Armenian ideologists still call this state “Great Armenia” of Tigran and regard him almost as a saint. But it’s obvious that contemporary Armenia have the same rights for the lands forcefully seized by Tigran, as contemporary Italy or Iran have rights for the vast territories of Roman and Persian Empires respectively.
In 53 BC Arshakids of Persia defeated Roman army, and Armenia was conquered by the former. But the struggle for Armenia between Rome and Persia lasted for 63 years and ended by famous compromise: Armenia remained under rule of Rome, but the ruler had to be chosen from Arshakid dynasty. In 301 AD the ruler of Armenia (from dynasty of Persian Arshakids) accepted Christianity, but it took many decades until all Armenians accepted this religion. A great contribution to the victory of Christianity in Armenia was made by Byzantium, and this became the reason of Persian-Byzantine war, which finally divided Armenia in 390. Later, in 653 Armenia was annexed by Arabs, who ruled this country till 970, when Byzantium began the war against Arab Caliphate to return Armenia. But already in 1020 Turkic tribes of Oguz began their invasion and totally conquered Armenia. After domination of Seljuk Turks in Armenia, it was ruled by Horezm-shahs (1194), Il-khans (1258), Jalayirs (1334), Teymurids (1383), Ag-Koyunlu (1450), Safavids (1510). In 1555 during the war between Safavids and Ottoman Empire, Armenia was divided between them: Ottomans conquered Western Armenia, and Eastern Armenia remained under the rule of Safavids, until it was seized by Russian Empire in 1828.
If we don’t take into account the short period of Armenian independence (1920-1922), then Armenia became independent only in 1991, after the collapse of the USSR. Therefore all claims of Armenia for independence and unique state-hood culture are radically unjustified, as well as their claims for the lands, forcefully seized by Tigran, are not justified. Having a lack of state-hood, Armenians for centuries tried to gain independence and self-determination in the struggle with their neighbors. But they could not attain this goal. And as the result of constant slavish existence and aspiration to survive at any cost – first of all on account of others, Armenian nationalists acquired specific features, such as terror against Turks in Ottoman Empire, and against Azeris in 1905, 1918, 1923, 1936, 1948, 1988. This terror resulted with many hundreds of thousands of Azeri victims; Armenian military-revolutionary parties, such as “Dashnaktsutyun” and “Gnchak”, were established exactly for terrorist purpose. Armenian terrorists became very well known by organizing assassinations of employees of Turkish embassies in many capitals of the world in 70-s and 80-s. Terrorist essence of Armenian pseudo-patriots also displayed in October of 1999, when a group of terrorists (from “Dashnaktsutyun”) captured Armenian parliament, killed the Prime minister, the Speaker, and a number of parliament members. Inflamed by imaginary “ideology” and led by Armenian Church, Armenian chauvinists became certain in their infallibility and started uncovered aggression against Azerbaijan. But the most dangerous thing for the international community is Armenian racism. Having believed in exclusiveness of “Armenian race”, which takes its origins almost from “ancient Armenian ape” – the ancestor of all human race, Armenian nationalists have a great desire to establish “Great Armenia”. According to this plan Armenian fanatics intend to seize the territories between Black, Mediterranean, and Caspian seas, totally enslaving and extirpating all “lower tribes and nations”. And contemporary Karabakh problem is the first step to attain this racist idea. You should take under consideration, that the Armenian claims for Karabakh are absolutely groundless. From ancient times Karabakh was a constituency of states, which included the territories of contemporary Azerbaijan, and even during the time of Armenian independence the Azeri nation was able to defend its original lands from foreign invaders.

And until the annexation of Transcaucasia by Russia, Azeris were dominating not only in Karabakh, but also in the whole region. Certainly, Russian Tsarism was not interested in keeping Azeris as a dominating nation in the region after two Russian-Iranian wars (1804-1828), and Russian-Turkish war of 1828. Therefore in order to secure the new southern frontiers of Russian Empire, tsar Nicolas I encouraged migration of Russians into these territories. But at the same time Armenians with total number of 124,000 entered Karabakh from Iran and Turkey. What was the reason of such active Armenian migration? And the reason was, that Armenians in Turkey and Iran were subjected to repression, because during the latest wars with Russian Empire Armenian population made a great contribution to the success and victories of Russians by organizing revolts and uprisings in the interior of Turks and Persians. Therefore Russia included into Turkmenchay Peace Treaty of 1828 paragraph #15, which demanded to leave borders between Iran and Russia open to let Armenians enter Russian territory. And in order to strengthen its influence in the region, Russia settled them in Karabakh setting balance between its friends and enemies. Since that time Armenians started their continuous penetration into these lands; these streams intensified especially during aggravation of relations of Russia with Iran and Turkey. Finally during Soviet regime bolsheviks attempted to annihilate Azeri independence by granting autonomy to Armenian immigrants in Karabakh in 1923. The systematic eviction of Azeris from their native lands grew into a large-scale ousting, which was ignored by Soviet government. At last, when the proper time has come – and it was weakening of the Soviet Empire – Armenian nationalists began the realization of the idea of “Great Armenia” and organized revolts in Karabakh.
You should also know, that the word “Karabakh” is an original Azeri word and means “black mountains”. The word “Artsakh”, which is used by Armenians to call Karabakh, originates from Albanian words “Ar Sak” and means “manly Sak” (Albanians – the ancestors of contemporary Azeris – named these lands in commemoration of Saks, who lived here side by side with them). Thus, in 1988 Armenian chauvinists started the war against Azerbaijan.Contemporary Armenia is the same destabilizing factor in the region as it was Germany in the first half of 20th century in Europe. Inflamed by racist – fascist idea to establish “Great Reich”, Armenian leaders would not be able to begin the war with impunity, if afterwards Armenia was not supported by her eternal ally – Russia; and the latter strives to restore the empire. Expanding for centuries, Russia at the time of Peter the Great set its main goal – access to the mild southern seas. And in order to attain this goal Russia had to conduct incessant wars against Turkey from 18th till 20th century. Armenians played a significant role in this struggle. And today, we should remind, Armenia is an official ally of Russian Federation. Armenia receives not just economic and moral support from the big brother. Russia actively provides Armenia with arms. This policy is aimed to increase the tension in the region, because Russia aspires to extend the region, because Russia aspires to extend the conflict between two nations – Azeri and Armenian – adroitly using the principle “separate and rule”. And Armenian nationalists, possessed by racist and fascist ideas, assist the realization of Russian plans. And Azerbaijan is just the first stage. It is very likely to be continued by Armenian aggression against Georgia, Turkey and other nations in the region. That’s why the aggression of racist Armenian national-fascists must be stopped.
While the Russian dream of universal domination and access to the southern seas persists, then Armenian fascist idea will not be eradicated and Armenia will remain (for the sake of Russian desires) the major destabilizing power in the region.By Turkhan Sadikhov
